On April 29, 2026, at PTSC’s Energy and Technical Logistics Industrial Center, Petrovietnam Technical Services Corporation (PTSC), together with its member unit, PTSC Mechanical & Construction Co., Ltd. (PTSC M&C), in coordination with the Operator, Phu Quoc Petroleum Operating Company (PQPOC), held a ceremony celebrating “The achievement of 5 million safe work hours and officially launched an emulation campaign to accelerate completion of key CPP Topside construction milestones for the Block B Gas Field Development Project”. The event was a flagship activity in response to the 2026 “Workers’ Month” and “Occupational Safety and Health Action Month,” and was also part of PQPOC’s HSE Award and Incentive Program.
Attending on behalf of PQPOC were Mr. Conliffe Richard William - Project Manager; Mr. Phan Hong Hai - Delivery Manager, Mr. Nguyen Tien Loi - HSE Manager, Mr. Duong Dinh Long - Construction Manager, along with approximately 60 members of the Project Management Team. Representing PTSC were Mr. Tran Hoai Nam - Deputy General Director, Manager of the Project; and Mr. Nguyen Khac Dung - Deputy Manager of the Industrial Division, Deputy Manager of the Project. Also present were representatives from McDermott, leaders from PTSC subsidiaries, subcontractors, partners, and approximately 1,500 engineers, supervisors, and workers directly engaged in executing the EPCI#1 package.

5 million safe work hours milestone - Demonstrating Project governance excellence
The achievement of 5 million safe work hours marks a significant milestone after nearly three years of executing the EPCI#1 package, reflecting the effectiveness of coordination among PTSC, McDermott, PQPOC, and the entire Project workforce in maintaining workforce discipline and strict compliance with Health - Safety - Environment (HSE) standards. In the highly demanding and high-risk environment of oil and gas construction, this accomplishment further reinforces PTSC’s capabilities in safety management, construction execution, and Project governance for large-scale energy infrastructure developments.
Mr. Conliffe Richard William, Project Manager, expressed his sincere appreciation to the entire Project workforce, Project stakeholders, and all partners for their dedication, commitment, and collective effort in achieving the remarkable milestone of 5 million safe work hours. He emphasized that this achievement reflects the strong collaboration, discipline, and unwavering commitment to safety demonstrated by everyone involved throughout the Project journey. At the same time, he encouraged the entire team to maintain this momentum, continue upholding the highest HSE standards, and work together toward even greater safety milestones in the future.

Mr. Tran Hoai Nam, Deputy General Director and Manager of the Project, emphasized that the 5 million safe work hours milestone is the result of the spirit of “One team, one goal,” built upon a strong safety culture, workforce discipline, and the right decisions made every day by the entire Project workforce. He acknowledged and expressed sincere appreciation for the close collaboration and support of PQPOC, McDermott, and all subcontractors, while calling on the entire Project team to uphold the highest safety standards throughout the upcoming peak construction, commissioning, and handover phases to ensure a safe Project completion and achieve even greater safety milestones ahead.

Launched in October 2023, the EPCI#1 package has now surpassed 60% overall completion, with detailed engineering over 99% complete, procurement exceeding 83%, and construction progress above 50%. By February 2026, the Project had successfully completed offshore fabrication and installation of critical substructure components, including the central processing platform (CPP) jacket, living quarters jacket and flare tower jacket, establishing a solid foundation for the accelerated CPP Topside execution phase.
Launching the emulation campaign - Accelerating CPP Topside completion
Building on its strong HSE performance, PTSC and Project stakeholders officially launched an emulation campaign from April 29, 2026 to July 30, 2026, focused on delivering critical CPP Topside milestones. The campaign is designed not only to secure schedule adherence but also to further strengthen safety awareness, workforce discipline, accountability, and commitment across all construction teams.
The campaign targets key workstreams including Health - Safety - Enviroment (HSE); Structural fabrication and painting; Piping & mechanical; E&I; and other activities (EGWS). Major deliverables include installation of 3,500 piping spools, execution of 100 hydrotest packages, pulling and termination of 25,000 meters of cable, and completion of the Cellar Deck, Mezzanine Deck, and Main Deck according to milestone schedules in May, June, and July 2026. This phase is considered decisive for CPP Topside handover and requires maximum coordination and commitment from all parties involved.
Mr. Pham Van Chuan, Chairman of the Trade Union, emphasized that the launch of the emulation campaign is a call for all staff, engineers, and workers to continue upholding the spirit of unity, discipline, and responsibility as the Project enters its acceleration phase with the highest determination. He affirmed that the campaign is not only aimed at achieving critical CPP Topside milestones, but also serves as a driving force for every individual to further strengthen safety awareness, quality, and efficiency in every task, thereby contributing together with the Project Management Board to accomplishing the Project’s objectives, sustaining its safety culture, and successfully delivering the Project to completion.

As part of the program, PQPOC awarded the 5 million safe work hours commemorative trophy to the McDermott - PTSC consortium, presented commemorative gifts to 10 exemplary workers, and recognized 26 outstanding individuals for excellence in safety performance, representing thousands of Project personnel working tirelessly on-site.

This serves as a critical foundation for cultivating a disciplined, safe, and efficient working environment.
Beyond recognition, the reward program also helps embed a stronger safety culture, emphasizing responsibility and compliance at every stage of execution. On that foundation, the emulation campaign is expected to further inspire unity, proactiveness, and innovation throughout the Project Management Team during the upcoming acceleration phase.

The Block B Gas Field Development Project is entering a decisive acceleration phase, coinciding with PTSC’s strategic transformation agenda as 2026 is identified as a pivotal year for “Breakthrough transformation”. The achievement of 5 million safe work hours, combined with the CPP Topside acceleration campaign, further affirms PTSC’s strategic role, execution capability, and market position within Vietnam’s portfolio of national key energy Projects.
With a consistently maintained safety governance framework and close collaboration among the Operator, consortium partners, and construction workforce, PTSC is progressively demonstrating its role not only as an EPCIC contractor but also as an integrated Project execution leader responsible for comprehensive organization, coordination, and delivery. Through its role as co-main contractor for EPCI#1, PTSC continues to validate its capability to execute large-scale offshore oil and gas Projects with complex technical requirements and stringent international standards, while also strengthening its management systems, technology innovation, digital transformation, and high-quality workforce development.

In addition to the EPCI#1 package, PTSC also serves as the main contractor for multiple critical work packages across the entire Block B - O Mon Project chain, including the EPCI#2 package; while also undertaking overall engineering, commissioning of the entire pipeline system, onshore pipeline construction for the Block B - O Mon gas pipeline, and the FSO supply Project. PTSC’s integrated participation across a broad range of key Project components not only reaffirms its comprehensive execution capability for large-scale, technically demanding energy developments, but also demonstrates the PTSC role in supporting overall schedule assurance, operational quality, and effective integration across the entire Project chain.
During the CPP Topside acceleration phase, driven by the expanding emulation movement, PTSC and its partners are targeting the successful delivery of critical schedule milestones while ensuring quality, safety, and overall Project efficiency, thereby contributing to Vietnam’s national energy security. This also represents a major strategic step for PTSC in expanding its role across the broader energy value chain and supporting Vietnam’s sustainable energy development strategy in the new era.
