PTSC M&C exports 4 offshore wind power substations to the European market.

On the afternoon of September 12th, at the PTSC Energy and Logistics Industrial Center in Ho Chi Minh City, PTSC M&C, a subsidiary of PTSC Corporation and a member unit of PETROVIETNAM, together with its partners, held a launching and handover ceremony for four offshore substations under the Baltica 2 Project, marking the first time offshore wind power projects manufactured in Vietnam have been brought to Europe.

Attending the ceremony were representatives from Ørsted, Semco Maritime, Vietnam National Energy Corporation (PETROVIETNAM), Vietnam Petroleum Technical Services Corporation ( PTSC ), PTSC Marine Mechanical Services Company Limited (PTSC M&C), along with partners, contractors, suppliers, and the project implementation team.

Baltica 2 is an offshore wind power project developed jointly by Ørsted (Denmark) and PGE ( Poland ) in the Baltic Sea, off the coast of Poland. The project has a capacity of approximately 1,500 MW, comprising 107 wind turbines and 4 offshore substations, and is expected to be operational from the fourth quarter of 2027. Each substation has a capacity of 375 MW, responsible for collecting electricity from the turbines and transmitting it ashore, contributing to a large-scale renewable energy supply for Poland.

In June 2023, the Semco Maritime - PTSC M&C consortium was awarded an EPC contract for four substations, undertaking the entire process from design, procurement, construction to commissioning. The total weight of the substations and module support frames is approximately 16,000 tons. PTSC M&C organized the fabrication, complete installation, and onshore commissioning in Vietnam.

From the first steel cutting ceremony on November 27, 2024, PTSC M&C simultaneously implemented four key projects, strictly adhering to technical, quality, and schedule standards. To optimize the construction process, the company proactively leveled and reinforced the production site, while also planning warehouses and synchronizing equipment systems. During peak periods, the project mobilized more than 2,000 direct laborers and approximately 200 indirect personnel. By April 2026, the project reached the milestone of 5 million safe working hours, with no lost-time accidents.

During a 43-day and 43-night launching operation, eight components of the project, including four substation topside blocks and four modular support frames, were successfully launched. This result acknowledges the close coordination between all parties involved in engineering calculations, construction organization, maritime coordination, and safety assurance.

Speaking at the ceremony, Mr. To Ngoc Tu - Director of PTSC M&C - emphasized that the completion of the superstructure of the four offshore Baltica 2 substations in Vung Tau is an important milestone, demonstrating the effective coordination between PGE, Ørsted, Semco Maritime and PTSC M&C.

Over 5.5 million safe working hours demonstrate the solidarity of businesses, nationalities, and communities involved in the project. At the fabrication yard in Vung Tau, PTSC M&C has built more steel structures and fabricated more than just a few; it is the expertise, capabilities, and team that have come together to bring a complex offshore wind power project to life.

The first-ever export of products from Vietnam to Europe affirms PTSC M&C's capabilities and lays the foundation for the company to advance further in the global offshore wind power supply chain. The Director of PTSC M&C affirmed that the company, together with Semco Maritime, will continue to partner with PGE and Ørsted in the installation, commissioning, and safe and successful operation of the Baltica 2 Project.

Mr. Taylor also congratulated the project team on their safety record, acknowledged the coordination throughout the implementation process, and emphasized the need to continue maintaining a focus on safety and quality during the offshore installation phase.

Mr. Ulrik Lange, Project Director of Baltica 2 at Ørsted, recalled the journey from the first steel cutting ceremony two years ago, through the phase of gradually integrating the steel structures into complex energy systems, to the completion, launching, and handover. According to him, the four OSSes are highly complex components of the Baltica 2 Project and will form the "heart" of the wind farm, receiving electricity from the turbines and then transmitting it safely and stably to shore.

Each substation integrates thousands of components, cables, and systems, requiring synchronized operation before power can be transmitted. On-time completion was the result of disciplined planning, technical expertise, close coordination, and a shared sense of responsibility among all parties. Ørsted representatives acknowledged PTSC and Semco Maritime as reliable suppliers and partners who demonstrated a commitment to deadlines, quality, and high professional standards.

Mr. Ulrik Lange also emphasized that safety is a core condition in Ørsted's operations, demonstrated in every lifting and lowering operation, every technical interface, every inspection, and every decision made on the construction site.

Within the framework of the event, Ørsted presented the Health and Safety Award to PTSC and Semco Maritime, recognizing their safe completion of substations, teamwork, and adherence to safety regulations.

Ørsted representatives highly appreciated the company's experts working in Vietnam who collaborated with the Vietnamese team to resolve challenges, manage interfaces, and support decision-making. This process not only resulted in the creation of four complete substations but also fostered practical experience in highly complex offshore wind power projects, demonstrating the value of combining international expertise with local capabilities.

Ørsted assessed that the cooperation in Vietnam demonstrated Vietnam's offshore capabilities and the value of the partnership between the parties.

Ørsted representatives also expressed their desire to continue seeking suitable cooperation opportunities in the future, and hoped that components manufactured in Vietnam would have more opportunities to be used in offshore wind power projects in the country.

Baltica 2 marks the first time an offshore wind power project undertaken by PTSC M&C has been exported from Vietnam to Europe. This achievement contributes to expanding the international technical services market of PTSC and PETROVIETNAM , leveraging accumulated capabilities from the oil and gas sector in renewable energy projects. The domestic fabrication and completion of substations also further affirms Vietnam's position in the global offshore wind power supply chain.
